Spidey said this well before to me: Dragonball Evolution is a failed attempt at a kung fu flick that attempted to gain viewers by merely attaching the name of a big franchise to it.
The mentality behind the producers of this must have thought: "Wow, this is a piece of crap, how can we make it better? I know! Attach some famous character names and tweak the names of some plot elements, and there we have it: a movie ready to make some cash."
So they pulled out some elements of the King Piccolo plot and stuck their characters labeled with the names of famous characters in it, and that's it.
I don't even know what they did with the characters and story. When Goku has to learn an airbending technique called the Kamehameha, Chi Chi encourages him by promising a kiss for each successful Kamehameha used to carry a flame to a candle.
He suddenly masters this difficult technique because of this goading. Since when was Goku ever like that?
In fact, he's been demoted to generic high school student #9001 who's some bullied kid who wants to get a chance to fight back; and a stupid griping emo when it comes to confronting the task. Most of the movie, he's freaking out how to fight Ozaru instead of Piccolo; not realizing that Ozaru (lolye, his monkey form was a former accomplice of Piccolo who crashed to Earth for unknown reasons and turned into a human baby who'd grow up into a crank pubescant boy many years into the future. Goku or Gohan never knew it the whole time. The monkey transformation also occurs during an eclipse instead of a full moon.)
The plot is absolutely stupid and nonsensical. If the plot writing isn't bad enough, look at the below dialogue:
Chi Chi: Is that ki?
Goku: You know about ki?
Chi Chi: Just because my name is Chi-Chi doesn't mean I'm stupid.
Look at this flimsy dialogue. What the hell does her name have to do with this? She doesn't need to have a complex about her name when the damn boy's just asking her what ki is.
I can't believe that crap warranted a sequel as well and even THOUGHT it could become a successful movie franchise by adding stupid sequel baiting with the crap about Piccolo being healed by a woman he spared from killing after the awesome Ayumi Hamasaki song played in the credits.
Anyways, this sequel is supposedly based on the Raditz storyline. Hooray for making a movie out of the first few episodes of Dragonball Z?
