[1.2.276] More rebalancing

I thought Sanctuary hit 99k all the time, but could not kill a monster. Similar to Poison effects.
Can't they just calculator damage in the client and server, and force the damage down to the server if the client comes up with something too large? :x
Maybe we shouldn't look at Nexon for a logical explanation for damage caps....
