Rep change permanent or temporary?

If your junior leaves, you lose the amount of rep he got you. Even if you spent it. lolnegative rep.
Otherwise it doesn't expire.

The -30% reduction in rep needed to use an entitlement is what I'm confused about. Example is 2x Party EXP went from 5,000 rep to 3,500 (which is huge). I swear that it was temporary, but now I don't know.
