On topic: Do 60% Shoe Attack Scrolls actually work with Shoes or do they work with gloves too? What if you use it in Legendary Spirit (which would be the UI that's most similar to Vega Scrolls)? If Legendary Spirit blocks you from scrolling a Shoe with 60% Shoe Attack Scroll, it might explain why it blocks you from using it with a Vega Scroll.
Off Topic: Clearly Harrison could afford the scroll, since he made that +6 cape.

I actually don't know much about you at all, other than that and that you're a pianist, your first chara got hacked and deleted, you started over your chara again, you're good at Area Boss hunting, and you're probably inactive by now. ^^
