Ok what had happened was that he sent in a ransom note to a bank saying that if he didn't give him a certain amount of money he would do something to the building. So they followed the note to the place that he said to drop the money off at and they found him. Frisked him and put the evidence in front of them to see their reactions (like they usually do) and as they continued to pat him down he just straight up ate it.
