1. The store permits are grayed out on the "Buy" button. It's a new account (Created a day or two before Galicia). But why the hell would Nexon restrict new accounts from buying permits? Makes no sense.
2. I have $13 in Paypal and I tried to charge $5 in NX. It tells me that I don't have enough balance in Paypal. Again, makes no sense.

I found out your account has to be 2 weeks old to buy Store Permits. Dumb rule, but whatever.
Anyone know the solution for hte 2nd problem though?
