I think I heard it best from something official by Nexon.
Adventurers are free, not bound by anything. They can help whoever needs help, and pretty much do whatever they want.
Cygnus Knights are bound to the Queen, and Aran are searching for their memories.
That's enough reason for me to believe it to be Adventurer Only.
