Huh. When I've ordered pizza in the past, the driver's are allowed to have a friend with them in the car. I noticed that they always had a passenger and asked why and they said "safety in numbers."
I think that's a policy all delivery services should adopt. Not everyone is going to have a friend who wants to come along, obviously, but if you do and if they're not screwing around I don't see it as a problem.
