Difference is, the 30% scrolls can be sold - and bought - for meso.
Up until recently, you could get all your scrolling needs with meso.

But Vicious' Hammer doesn't come from gacha. It is a cash shop item that you must use nx to obtain (or find a friend with nx to gift it to you, I suppose). Suddenly, people without nx simply could not compete with people who have it.

And now, Vega's Scroll must be used with the regular 10/60 scroll and the item to be scrolled. It does not upgrade the scroll, which can then be sold. So, again, people without nx do not have access to this scrolling device.

Technically you can still obtain these items with mesos via MTS. You can still play this game w/out buying NX, just hard and annoying to do so.
