I went for Thrust (got to level 10) before Mortal Blow (which I maxed). They were the last two skills I got, of course. I feel Mortal Blow is better to max last because it works better with Hurricane.
It depends on how much you use Puppet. If you find yourself using it frequently, I'd get it to 12 before working on Hawk. If you don't use it much, I'd focus on Hawk first.
