Although, after some further testing, it actually seems like even with Lightning not being halved, Heros are STILL a tad stronger due to their raw multiplier.
I did that test by using only maxed AC + Brandish vs. Thunder + Blast.
Brandish was doing about 50-80k max per hit without thunder imbued (so a total of like 100-160k max), while thunder Blast did roughly 70-130k each hit..but not quite as low as 35% relative. o_O
