They are universal 1h and 2h weapons. That's why they have the 100% destruction rate. If a 10% lands, you are damn lucky.
Basically, if you're a bad enough dude, drop a 10% of those onto a perfect Dragon Carabella, and see if you can pass everyone else. It's win or lose with these scrolls that have the ability to go beyond slots.
Or just use it before you start scrolling?
