Some girls do, truth is, lots of them are superficial. Only when they hit 19+ do they realize that they want a potential partner, and not a hot guy that would dump them after barely half a year or so. A lot of girls around 19-24 that I know are very mature, and they're nothing like the girls in High School. Huge difference! You can tell once you're in college too, some of them girls might be like the ones in HS, but some of them can be very mature about things.
The girl I currently like is 22, I'm 20, 2 years apart, but she's a cool chick to be with. Different guys approaches girls differently, also, it depends on the girl's behavior and personality! I usually say something like "Oh hey, look, ... ____, I think you're an awesome chick. Every time I'm hanging out with you, I have so much fun. Like xyz time and so, but look, to get to the point. I really like you, I think you're very sweet. I'd appreciate it if you'd go on a friendly date with me, ya know. Perhaps the movies. I believe you enjoy comedies, so let's watch a funny movie! You don't have to accept my offer, and hey, this is just a friendly date. If you refuse, it's all good. No feelings are hurt", and end it off with a laugh or smile. That's what I usually do. College has been GREAT for me so far.
