It's adventurer only, you have to do all of the job quests including the ones in sleepywood at level 25.
And yeah, Astaroth is pretty tough, Twilight. I've only gone in with a 38 FP and a warrior who can't hurt it though. My brawler is also very weak. But considering how little you have to work with, it's a pretty tough battle.
