The thing with these slow animations, though, is that they do look flashier when they're long and drawn-out. If you think about it, it does make sense that a big huge 300-base Flame Wheel is going to take awhile to come out. However, it shouldn't have to make you stand in place for so much time.
What I think they should do is shorten the cast times, but keep the long animations and give them Buccaneer-esque delays. This way you can't cast consecutive Flame Wheels whose animations overlap each other, but you can switch to some other spell and keep blasting away.
Makes more sense to me, because you're preparing another spell while the dragon is handling the first one. In context it's nothing more than efficient use of time on the Evan's part, really.
Solves the obselete skills problem too.
