It's bad because it is an entirely useful skill in some versions.
I'm slightly bitter by it because I wanted to find out first-hand if it was really that bad a skill. I found out that it was and that the sp used could've been spend better.
Though, it has a certain usability if you like leprechaun farming.
In GMS the succes rate at max is a staggeringly low 40%. Due to misuse in Ludi PQ some workings were altered so once an item is "stolen" it does not drop again (recent test stealing a frog egg from the cursed frog would make it drop only 19 eggs when killed compared to an otherwise 20) and lastly its damage output is 100% making it the equivalent of a regular attack 60% of the time only it costs mp.
The once-stolen-doesn't-drop doesn't apply to mesos where the stolen amount is approximately 50% of the usual dropped amount, giving you the chance of a 150% meso output which is what gives Steal its limited usability in farming leprechauns.
