You have to consider that, at those levels, it's more important to hit high damage on 1 hit than to hit faster since you will be 1 hitting monsters to begin with. Also, savage blow tends to hit more average numbers since it does more hits.
I've added defense to my excel sheet and the results I found still hold true. Getting a bit of mastery at the beggining may be initially better than getting savage blow, but then you will be delaying the great increase in power you get into levels which will be slower to get. It's better to be taking 840ms per monster for 1 savage blow than taking 1200ms per monster for 2 double stabs (or killing a stronger monster in 1 hit of 840ms versus a weaker monster in 1 hit of 600ms).
Booster will only benefit savage blow, so it's pointless to get it before you have a decent level of that.
