Sturm being broken is more or less a given. Look at any of the unlockable CO's at endgame and they're mostly all broken. Hachi, Sturm, Nell to some extent with her COP / SCOP, Von Bolt isn't as bad as Sturm with only 110/110 D2D and a less effective SCOP. Caulder is the definition of broken though, if only because most other CO's aren't anywhere near that powerful.
