As I've said many times before, if they really wanted to decrease the use of the system they'd limit the number of items you could sell/have in the unsold list thing in a day/week's time.
Due to the change it's impossible to sell the more worthless scrolls, and even more valuable scrolls have to be sold in a bundle to split the set tax between more items.
