Aww. They must count that as a separate attack then... I did not think of it as passive... So if you put a point on it your old double fire icon changes on your keyboard, or do you need to put burst on the key instead?

It is 100% passive. You put a point in it (you keep the double shot icon) and it makes double shot shoot 3 bullets instead of 2, and there is no going back to only shooting 2 bullets, except apparently in Balrog. >.<
