Not to mention wielding two daggers for a STR Shadower looks cooler than a LUK Shadower using Maple Shield.
Oh, and I almost forgot about Dragon Khanjar, level 120 Secondary Dagger, but you really need like 75 STR and 150 DEX in order to use it, which has about 8 more weapon attack than a regular Khanjar. If the fully scrolled Horntail Pendant is out, it might be possible to be a DEXless STRless Dragon Khanjar and Timeless Peskaz user.
To answer the question however, STR Shadowers are much stronger than DEX Shadowers, as I said, due to Khanjars. I have four Dragon Khanjars in Bellocan if anyone want to buy.
