It will not happen again." If they are mature enough to realize this then we'll usually give them a second chance.
Anyone who gets on the "Ban-on-sight" list is going to be banned as soon as they're detected. A person whose account was banned could still view the forums as a guest, but if they're IP banned then they can't even visit the site. So it's more like:
1. Banned account - lose posting privileges
2. IP Ban - lose site viewing privileges
3. Ban on sight - Beyond any attempt at redemption.
