I'm pretty sure you can regain the first medals (Quest Specialist, PQ Mania, Veteran Hunter, and all the others) by repeating the quest once they're dropped. The newer ones, such as the [Area] Explorer, Job Advancement Medals, etc, are impossible to get back once dropped.
Edit: If you really want me to, I'll drop mine. But I'm still pretty dang sure I could start the quests again.
