[COLOR="White"]At first I thought this thread was about leveling in reverse (going from 100 to 99) XD
From what I understand, it's better to scroll after leveling it, because you wouldn't want to waste money scrolling an item that's going to have sucky stats after leveling it.
But then again, there's also the factor of how long it takes you to level it, and if it would take you a while to level it, than it may be better to scroll it before leveling it.
The choice all depends on your situation.
