Your best bet is to upgrade to Icicles. There's a quest for higher leveled people that opens access to a shop from the NPC Mo in the Phantom Forest. One of the helpful Southperry members from Bellocan can get these throwing stars quite easily for you.
I'd be glad to give him some sets for free. although I moved my main to mardia but my dawn warrior can still buy them.
