3. Nexon has realised that Crack is cheaper and wants to offer the first CS item free for more $$.

It's because once people get a free pet, they'll want items to go with it. Once people experience not losing exp with a safety charm, they won't want to go back.

So yeah, basically they're just giving them a small hit of crack for free in hopes they'll like it and want to buy more.
