Protect the rights of the individual- Even IF IF IF all religious people wanted to boot atheists....
IT IS NOT A POPULIST DEMOCRACY!

Which is why women's rights AND civil rights both ended up being enforced by the government. And eventually Gay rights too.(I'll be appalled if it is otherwise)
None of those were the majority idea at the time.
