Because that wouldn't be smart in terms of MO MONEY MO MONEY!
1. People can make endgame weapons from hammering, and will have no need to gach for rarer items. People could just stick with their level 10 weapons the whole game, scrolled to unbelievable stats. Sure, they'd get a lot of profit from that one person alone, but that person won't really need to upgrade their equips anymore.
2. Nexon knows that if they make the game too broken, people won't play it. Their decisions may be stupid a lot of the times, but they know that at some point there's a line that they can't cross. Less people playing = less money.
