It's Fire Emblem: Sacred Stones for GBA. You can tell because (1) the graphics are FE GBA graphics, and, most importantly, (2) the battle sequence is between a zombie and a red General, the red General indicating it's an enemy, CPU controlled unit. In Sacred Stones there was a (rather easy) glitch that allowed one to take control of monster units, and in this screen you see ablu2 in control of a zombie, having attacked the red General, and is now getting a major whalloping of axe to the head.
The actual chapter and name of the General are more difficult; I have a full Nintendo Power walkthrough for the game at home, and since it's rather difficult to find full map renders of each chapter online, I'm afraid I can't state the exact answers for those questions. At the very least I notice fog in the map and stairs by mountains, which tells me it's probably the mountain pass level or something in the south-eastern part of the continent.
