On the other hand he has low HP - with a cheater HB mule (stand outside the door and cast HB before you go in) you could probably kill it by level 95-100 in the 5 minute window HB gives you.

With HB, I killed Captain Latanica at 92 with my Hermit just last week. My DK friend was supposed to help me kill it, but he died right after he HB'd me, so I was left to do the dirty work myself. I had to pot after every hit, and used up at least 100 ice cream pop's within 5 minutes, but I was able to kill it right before HB ran out. I'm not exactly sure how big of a difference Thief and Bowman attack ranges are, but I think as long as you have pretty good gear and someone to HB you, you should be able to do it between 95-100.
