I'm sure they do. That's their problem. If they want to take illegal action on the criminal, they're immature hypocrites.

You are talking about rehab as if every killer has problems. What about the ones that only kill in purpose, or violate people deliberately. You might say just doing that is having problems, but rehab is not going to help them because they were conscious of what they were doing.
So I believe jail time is right as it is and should not lower any more, lets just see it as a temptation the criminals should take into consideration before commiting crime. But, if they do know whats coming after they commit crime, I guess they just don't mind having those years in prison.
