Belt scrolls, and the 'attack belt'?

100%/60%/10% Belt scrolls add 1/2/3 and come in STR, DEX, INT, and LUK varieties. Some of them were given out during events (particularly the Goldrich Treasure island event) and as mentioned above can be a reward.

Thanks for the confirmation. Any ideas if there are any other ways to get those scrolls or was it just that event?
