They don't continue making old sets of TCG when they become old. In time, it will be impossible to get new set 1 TCG cards. Really, go to the store and ask them if they have new-in-package set 1 Pokemon or Magic cards, they'll probably laugh you out of the joint.
They might rerelease the first set or release the same cards combined into a new set, but that says nothing of the in game item codes. People want to ensure that these IN GAME ITEMS remain available, so they either need to make them possible to obtain from later sets or implement a new way of obtaining these particular items. No one cares about the cards themselves... I doubt if more than 10% of the people who buy these cards even know how to play the card game or would be collecting the cards if not for the ingame items.
