Nothing can come out +10 attack above avg in gach. 108 is only 7 above avg, which is 2 above perfect. Any weapon of that level range can come out 2 above perfect from gach, it's just really really rare. I found a 105 tomahawk (7 above) in the MTS once, then blew it up.
The weapons from gach can come out pretty close to what maker will give, but the armors (if those are in there) will never be able to come close to maker.
