Most of the larger Video Uploading sites will always restrict the size of your videos. By restricting the size, they basically restrict everything else. With only a few Megs, you'll either have a long but cruddy looking video or a short decent looking video. There is nothing you can do about it.
If you must crank out the best quality possible, I suggest taking a look at the Vimeo HD Channel. That's probably as high res as you'll be able to get it.
