Well I recently tested it out (Was busy yesterday), and yeah, Bomb can't hit all three platforms but the bottom two. I'm not sure what could be done about the ground floor or top platform mobs, but I'll pay another visit today and post results if I can get any, unless someone wants to help. I mean, I'm a Sniper. >_>
