You can get: 15+15 base stats and 30 (3 per 10/30%0 out of perfectly scrolling a z-helm which comes to a nice 60 stat boost. This thing also has a potential of 60 stats, but you need o perfectly scroll 20 slots to get it, instead of ten.
130+ level requirement, so no use for HP washing.
Maybe uber funded LUKless mages might like? Not exactly a huge number of people in any case (And if they had that much money, would they really have any use for the INT boost? I'd guess they'd already be 1 hitting things ;o)
There are special scrolls for it that add something like 2 to all stats with a fairly high success rate.
