x = S/A, where x is the amount of str you need to gain the same amount of max damage as 1 point of w.atk. S is your current strength, and A is your current attack.
Level is completely irrelevant. Leveling up doesn't necessarily mean you'll go and add more strength (although most people do), and getting more strength doesn't necessarily mean you leveled up (equipment, job change etc.).
