How much of a Stat is 1 W.Atk?

I seem to recall reading somewhere that for your main stat 5 Stat = 1 Attack, so a Warrior would need 5 Str for 1 Attack. Is this true? What about secondary stats? And tertiary stats? (Str for Thieves)
