Yes, there is such a buff. Your highest level character that you're not using is the character used for the buff.
Character Foo is level 74
Character Bar is level 200
Character Foobar is level 100
Foo - gets level 20 blessing because the highest level character currently unused on the account is Bar.
Bar - Gets the buff from Foobar (level 10 blessing
Foobar - Gets the buff from Bar (level 20 blessing)
So it still makes sense to have two main characters to use on the account to get the best benefit from Blessing. I've read many times on these forums that this new method of determining blessing is a bastardization of the parent system - the method currently employed on GMS. I don't think so. If you already have only one high level character and want to start a new character, it still makes sense to create a KoC because they tend to level the fastest. The only issue, then, is the level 120 cap. Considering that very few people ever hit 120 anyway, it's best to assume that you'll never hit 120 and just go for the faster leveling speed than that of an adventurer.
