Anyone got a better idea of the percentages of Strengthening Ores/Crystals?

Refining Crystals seems to have a really really low % of getting a High Grade one from regular ones, while refining Ores(diamond, etc) seems to be better than the 5% to get a High Grade from regular.

Basically, jewels have a 5% chance to come out high grade from the start. Crystals have a 1% chance.

5% translates to 1/20 coming out high grade. I haven't really graded mass quantities of jewels, but from my experience thus far, it seems fairly accurate.
