I agree, but that would mean that higher leveled charachters could fill up the bar even faster than BMs are doing it now. Any less than that and low leveled characters could never come close to filling it.

If low levels can fill it up as easily (which they can in the per-hit system) then it's crazy exp for them, because one of the skills takes out a solid percent of the boss's hp. Hit Papulatus 300 times -> it's dead no matter what damage you did = 5 minute kills for most classes. A little under 40 seconds for BM/Corsairs.
