Nope, the bar is charged by the number of separate hits. If you use savage blow on a snail, he'll take all 6 hits, but if you use hurricane, he'll only take the first hit. If you've ever played a Marauder or a Thunder Breaker, their energy charges the same way.
I think Cyanne has a good point: If they removed the save point system altogether, it would be much harder to abuse. Yes, you'd still be able to take down Pap in a minute or so. But when it takes 10 minutes for a full run, that's no so bad. You'd end up getting experience that is about the same as training, if not worse.
@ Greg: You'd be consistently getting 30m+ exp per hour. At level 180, that's 5% per hour.
