Most certainly not. You can even test this on blue mushmom if you'd like. She has 200,000 hp. So, snipe her (199,999) and then equip like one of those flags with only 1 w.attk and strip yourself and whack her. Should be 1 dmg and a kill.
Another example, on bosses with super def up, it shows you dealing 1 dmg with snipe but you can see a huge chunk of hp go away. Especially noticeable on bosses with less hp, like giest rog or ergoth.
