It's always set damage and doesn't rely on monster defense. Also, you can see a 189999 once like every year or two, I've only seen it twice in my maplelife. I'm still not sure if the exact damage you deal on a boss with snipe even corresponds with the damage displayed. I know criticals do nothing with it.
