The emo mainstream needs to be destroyed. I give credit to Russia trying to do that but they're off a bad start. Forbidding something as big as this is only going to make it a much stronger and bigger problem. Think of the whole law against alcohol in the US in the past.
The emo mainstream -only- promotes bad feelings, self harm and negative thoughts. If you disagree, go live with an emo and experience it yourself. My brother was horribly 'infected' by the mainstream and it's been hell trying to get him out of that. He's unreasonable, selfish and only thinking about how people don't care; they just pretend they do. They don't onyl cause themselves self-harm physical with the typical razor crap, they also harm themselves psycologicly because they make things that aren't true, real in their own mind. It sucks.
