Personally, I would go Outlaw. Why? Their much more fun (Although I have not played a Ranger all the much).
If money issues are a problem with your Ranger, you say NX isn't much of a issue so you could probably merchant with it in MTS? You also mention bossing, which seems like you enjoy. If you enjoy bossing, go with the Ranger then. It's all personal opinion, you must enjoy one fairly more then the other right?
