Are there any builds for Blast/Energy Charge before CSB, or is that not recommended?

I personally find CSB VERY helpful. Level 1 range sucks; I may make another build to get it to 10 or so, then work on Charge/Blast. CSB is the best investment I've mad so far. I can do 10k with max CSB at level 52 with level 10 charge active (+15 Wep Attack). It also helps clear Truckers out FAST. I was getting an incomprehensible amount of %/Hour there at truckers yesterday, even while not on x2.

the important question here is, can you karma that lv 120 medal?

All medals can NOT be karma'd. Period.
