Some may have earned it yes, but they still weren't banned for that reason most likely. There's people who have 2nd accounts banned which they haven't even been on for months. As for me and a few friends, we never curse, smega or do anything wrong as far as we know.
Would be nice to see an answer from Nexon. I'm sure they've seen the many smega's about it, the comments on their twitter and probably many tickets.
All I'm hoping for is that everyone who got wrongfully banned can log in again when the patch ends.
