If your all worrying about time(s), it's tonight. They have corresponded a Combat Arms patch with this with a bit better detail on times.
Combat Arms will be going through a content update on Tuesday, July 28th, 2009 beginning at 11:59pm PDT.
This involves all game servers and will last for approximately 8 hours.

-- Time: Tuesday, July 28th, 11:59pm PDT ~ Wednesday, July 29th, 8:00 am PDT
Now you may say, why did they pick 1 minute ahead of 12 pm? Who knows. But I'm fairly sure it's tonight.
